Started stories jump above release markers that exist in current

Started stories jump to top of release markers when release markers exist in current

STRs:
-have a release marker at the top of a bunch of stories in the finished state (i.e. Deliver button is displayed)
-start a story that is below all the stories that are currently being worked on (i.e. Finished button is displayed)
-notice the story jumps above the release marker.

Desired: It should go to the bottom of the other started stories
