Present Total Velocity for an Organization

From a senior management perspective, it would be very helpful to show an entire organization's total velocity in a single graph. This would appear on the dashboard. It might also be useful to see velocity normalized by dividing by the number of active developers. Actually there might be a number of equally useful denominators.
