Notification alert doesn't trigger sound/vibration

When I get a new messages alert, the banner will display, but it won't vibrate or make a sound. I'm not sure if this is be design or not, but I assumed it would trigger a vibrate and sound same as other banner alerts. Maybe it could be configurable as to whether or not it just displays the option or plays a sound and buzzes.
