New Tracker server, new comment notification feature

Tracker has moved to a new server today, which should mean improved performance, especially when updating stories.

We also fixed a number of bugs, and introduced a new feature: email notifications for new comments, sent to the story owner, requester, and anyone who's previously posted a comment to the story. New comment notifications are turned on by default, you can change this preference under 'my settings'.
