Message Board / Forum

We are planning to use Pivotal Tracker for one of our Projects. We want to manage the whole Project in the Tracker including Requirements Discussion. Do we have a functionality similar to a Message Board will File Attachments. If not, what is the best way to evolve Requirements using the tool.
