In commit mode, show predicted success for committed velocity

When in commit mode, use the standard deviation of the recent velocity to give a percentage likelihood the team will meet the explicit commitment. This would show any disparity between the velocity predicted by yesterday's weather and the committed velocity for the current iteration.
