File Storage/Sharing for the Project not just the Story

I think there should be a general shared files tab in Tracker. Right now, one can just attach files to a story. But some files have persistent use for the entire project and should be generally available for the entire team to use. For example, source graphics (e.g. a photoshop file), design documents, business background. Versioning could be included too. And there could be tags, and folders. And even permissions. This could be a bit like the file sharing in basecamp, or google sites.
