Dan North-style story format
Dan North has described what goes into a story. In my experience, sticking to this format makes for better stories. The "description" of stories in tracker should use this format, and it can be enforced by switching that from a free-form text area to three text fields: role, feature, and benefit.
An additional benefit would be that it would be easy to see which stories apply to a certain role (e.g. user, admin, guest).

Inappropriate?I think the discipline to write stories in that form is a useful one. I don't think you can (or should try to) enforce it through the interface. Such stories actually usually read better as a single sentence.
