Auto leveling is turned off, but Tracker is still auto-leveling.

Auto leveling is turned off, but Tracker is still auto-leveling. When I try to load up stories in the backlog for a particular release or sprint, it auto-magically pushes it to the next release if I don't override the Current Velocity.
