API-provided, non-user labels

Would like to have "non-user" labels available through the API. That is, the ability to label a story through the API, and have the label show up as associated with the story, but not available in the label menu. This could be very useful for allowing tools to add labels (and managing stories via those) without cluttering the user-facing list of labels.
